V. J. Davis has served as the Administrator of the Preston County Health Department since 2016 and also continues to serve as an Environmental Health Inspector. As a Registered Sanitarian, he brings extensive experience in environmental health, public health administration, and community health promotion.
Mr. Davis earned a Bachelor of Arts in Education from Fairmont State University and a Master of Science in Community Health Education from West Virginia University. Throughout his career, he has remained committed to strengthening public health systems, promoting disease prevention, and protecting the health of West Virginia communities.
A respected leader within the public health profession, Mr. Davis is a Past President of the West Virginia Association of Sanitarians and continues to serve on several committees of the West Virginia Public Health Association. His dedication to public health has been recognized with numerous honors, including the 2019 West Virginia Public Health Association President's Award and the 2022 West Virginia Association of Sanitarians Steve Bayer Award.
As Administrator, Mr. Davis works collaboratively with community partners, local governments, healthcare organizations, and state agencies to advance public health initiatives, strengthen environmental health services, and improve the quality of life for the residents of Preston County.

Matt Poling serves as an Environmental Health Inspector and Sanitarian with the Preston County Health Department, where he is dedicated to protecting the health and safety of Preston County residents through environmental health programs and regulatory services.
In his role, Mr. Poling conducts inspections and investigations to help ensure compliance with state and local public health regulations. His responsibilities include working with food service establishments, public facilities, onsite wastewater systems, water quality, and other environmental health programs that safeguard the community.
Mr. Poling works closely with residents, business owners, contractors, and community partners to provide education, technical assistance, and guidance on environmental health best practices. He is committed to delivering professional, responsive service while promoting safe and healthy environments throughout Preston Count

Public Health Nurse

Prevention Specialist
Daniel Stiles, BS, CHW is the Prevention Coordinator and Public Health Educator for the Preston County Health Department. He leads community-based initiatives focused on substance use prevention, chronic disease prevention, youth leadership, and community health improvement. Daniel works collaboratively with local schools, healthcare providers, government agencies, and community organizations to develop evidence-informed programs that strengthen protective factors and improve health outcomes across Preston County.
A graduate of Grand Canyon University with a Bachelor of Science in Public Health, Daniel is currently pursuing a Master of Public Health degree. His background includes work in health education, coalition building, program evaluation, and community engagement through organizations including Quality Insights, WestCare Foundation, and AmeriCorps. He is also a certified Community Health Worker, SMART Recovery facilitator, and Chronic Disease Self-Management Program facilitator.
Daniel is passionate about building healthier, more resilient communities through prevention, education, and collaboration, with a special focus on strengthening opportunities for youth and families in rural Appalachia.
